Dulles Greenway Future Toll Schedule

The State Corporation Commission (SCC) has recommended the approval of a revised toll schedule for the Dulles Greenway. On July 19, 2006, Toll Road Investors Partnership II, L.P. (TRIP II), owner of the Dulles Greenway filed with the SCC an Application for an Increase in the Maximum Authorized Level of Tolls for the Greenway. The increase in the maximum authorized level of tolls is necessary as additional revenues are needed for debt service payments, ongoing operations and maintenance and capital improvements.

The Commission Hearing Examiner approved the Order on September 11, 2007. The Order allows for a price schedule that contains incremental increases in the maximum two-axle vehicle toll over five years. The maximum base toll for automobiles would rise from $3.00, the current toll at the mainline toll plaza which went into effect July 1, 2007 to $4.00 as of January 1, 2012. The Order also approved a congestion management price premium that would permit the maximum base toll to be increased by 20% for weekday traffic during designated peak hours.

Weekday peak period is defined as 6:30 am to 9:00 am weekdays in the eastbound direction and 4:00 pm to 6:30 pm weekdays in the westbound direction.

In 2007,  the Act was amended to authorize annual toll increases between 2013 and 2020 at the greater of growth in CPI plus one percent, GDP growth, or 2.8%, with additional increases if necessary to offset more rapid growth in property taxes or to ensure that the Partnership has sufficient revenues to achieve debt service coverage ratios.
